- Repairs have been made by WAPA. But for how long?
One source on island says while power came on last night, it went out at about 7 a.m. Folks have been alerted they may have power in four-hour chunks, what WAPA calls 'rolling blackouts'. This suggests the power company's facilities have been reduced by the accident and it's trying to make do what what's operable.

- USA TODAY is reporting (Tuesday), via the AP: "The U.S. Virgin Islands is reporting a total blackout in St. Thomas and
