Shorting St. John, again

If you wonder why the VI government rarely builds something on the island, here’s why. 

Year after year, the VI Senate ‘borrows’ from the budgeted St. John Capital Improvement  Fund.  The money is shifted to Public Works and Waste Management to pay for St. John’s trash collection.

The Senate voted to approve this money grab again this week, despite objections from Sen. Craig Barshinger.  He argued the dollars should go for what they should be used for, projects like maybe a police station in Coral Bay, a community center, or a Cruz Bay waterfront that doesn’t look like an after thought. 

But, No.  Didn’t happen.  Capital dollars will again go to fund a day-to-day responsibility of the government.
